JPMorgan Chase Hired 2,100 People With Criminal Records In 2018

I know that there is a Federal law requiring everyone hired by Financial institutions to pass FBI fingerprinting.
I was hired by Piper Jaffray bank for low level contract in February 2019. Background check showed all clear. I am not on registry, and my misdemeanor conviction is 15 years old. After 2 days HR told me l need to do Fingerprinting.  This is federal law. I did, and next day 2 people escorted me out.
I do not know how to believe this article.

A message to KARE 11 journalist: sex offenders bill HF 1572

I also read the HF 1572 bill and already contacted some lawmakers.
I noticed that there are only republicans as an authors, no democrats.
This bill is too harsh to believe, even prosecutors agreed. I think this bill impose so impossible requirements on offenders, that it make no sense to try to follow, everybody will go to prison for lifetime, even for minor crimes.
Did you read entire bill?
Also if passed Minnesota will need to build a lot of prisons. This problem is not so simple as to solve with one bill, and sentence all sex offenders for lifetime.
This will establish a very repressive police state in Minnesota where nobody is safe. If you are investigator for KARE, you should investigate all sides of problem, not just take one terrible case and solve the problem.
I just hope you answer me and we can communicate on this very important topic

residency restrictions in South Saint Paul - danger for public safety

I read this article http://www.twincities.com/2016/09/19/south-st-paul-policy-would-limit-where-sex-offenders-could-live/

City of South St Paul are going to enact residency restrictions for sex offenders, leaving a very small choices to find housing for them. Because this is central city, we may see domino effect, when most of Twin cities will start passing residency restrictions, Minnetonka among them. Actually this mean chasing registering sex offenders outside metro area, which can create a huge public safety concern.
Even offenders who currently have housing may become confined to their current address, unable to move, and this is violation of US constitution.

Suggestion from RSOL is to find lawyer and sue this City . They are doing this in many states, and and courts usually do not support these laws. As you may understand enacting this law may cause domino effect in whole Twin Cities and greatly endanger public safety. Police are usually against any residency restrictions.
As you may see from this law text they not only prohibit level 3 offenders but also anybody convicted of any low level sex crime and even not on Sex offenders registry. Lawyers should be happy to get some money from this city. We have a great success in California.
What do you suggest to do. Is it possible to find lawyer and file lawsuit.

Identification passports of Soviet Jews and sex offenders identifications in US passports

I read an article about International Megan law in Wall Street Journal.
This law require identification sex offenders in their passports. In my past in former USSR I was identified in my passport as a Jew. I wrote this post to describe my experience and compare it with
International Megan law sex offenders identification

I sent to author this letter:

I am former Soviet Jew and came to USA as a political refugee on human rights. My parents survived in Holocaust.
I remember the story of my grandfather. In 1941 year he was called in Soviet army. His document identified him as a Jew.
He learned that Nazi look at passports of captured soldiers and shoot everybody with Jewish identification. He took passport of his friend who was killed in fighting. His friend was identified as Ukrainian . Next day Nazi captured his unit. They looked at passports and shot all people with
Jewish identity. Also they killed all people with black hair. Nazi looked at my grandfather passport and let him go. He went back to Soviets, tried to fight, was wounded, and captured again. But he has a different Identity in his passport and he survived. He said that many Jew who served in Soviet army and had Jewish ID were killed by their fellow soldiers shooting them in the back. Long after World War 2 my grandfather had his Ukrainian Passport. It was easier for him to live. After World War 2, when 6 millions Jewish people were killed by German Nazi, there was a huge antisemitism in USSR. Many soviet citizens helped Nazi to kill Jews. I heard many times when some people talked that Hitler was a great man only because he killed many Jews, and unfortunately he was not allowed to finish this job.
There was a different story with my parents and me. We had internal passports with chapter 5
where anybody could read
5. Nationality ........ Jew
If you think this was better than sex offenders identify in modern USA, you are wrong. Some people might learn this and start fighting or screaming loudly how they hate  you. Human Resources representative could took your passport and exclude you from job candidates. There were also silent instructions from soviet government to look at chapter 5 nationality and make hiring decision, also admissions to leading Universities
I remember opening my red Soviet passport and reading Jew nationality, and I hated that. Any Jewish identities were already removed by communists. Jewish schools were closed, synagogues were destroyed and 3 millions of Jewish people were killed by German Nazi with great help from Passport mark. I think many people with Jew mark in their passports felt the same. People started to seek ways to escape from USSR.  Not a long ago Russia removed mark in passport, but it was too late. Too many people left. They helped Israel and US economy, and Russia with former soviet republics are still very poor Developing countries with nuclear bombs.
I left Belarus in 1997 year, and main reason for leaving was mark in my passport. When I arrived in US I got a job with Mitsubishi Electric Automaton,  Japanese company. There was no Jewish identification in my documents and when I became a US citizen
I could read in my US passport
Nationality ....United States of America. That was a good feeling.
What happened then you can learn from this article written after interview with me. I may explain more.

comment to article 'The yellow star, the scarlet letter, and ‘International Megan’s Law’

Here is my post in comments to this article

The yellow star, the scarlet letter, and ‘International Megan’s Law’

https://www.washingtonpost.com/news/volokh-conspiracy/wp/2016/01/06/the-yellow-star-the-scarlet-letter-and-international-megans-law/

When I was a Soviet citizen, and after 1991 citizen of Belarus, there was a line in my passport which identified me as a Jew.
This looked like: 5. Nationality: Jew.
Even all russian jews was not religious, because soviet state destroyed all Jewish religious institutions, closed jewish schools, destroyed all books on their language. The only thing they kept was Jew in passport, just like nazi Germany J.
Nazi Germany was not the only country known to add such a moniker to the passports of its citizens. There were USSR and Belarus. As you understand identifying somebody as a Jew was very harmful for that person, discrimination at any situation like getting job, education and so on. Even beating by angry idiots hating you just for being a Jew.

I remember my grandfather story from ww2. He had document identify him as a Jew, and he took passport of dead person without such identity. This way he was not killed by Germans nazi. All people with jew in their documents were killed by nazi who also were christians.

Browser Hijackers and digital DNA

I would like to bring the dangers of browser hijackers and dangers of the Internet to people’s attention. Browser hijackers may redirect Internet users to border criminal web sites against their will. They may also write questionable links to Internet browser favorites. Very often they redirect users to porn web sites.
In the year 2004 there was an article published in Wired News.

http://archive.wired.com/techbiz/it/news/2004/05/63391?currentPage=all

The name of this article was ‘Browser Hijackers Ruining lives’ and the topic was computer spyware and how dangerous it may be. Some parts of this article were written from an interview with me. The article described Browser Hijackers as some type of spyware written by computer criminals. Also article in Wired News described individual sent in jail because of Browser Hijacker.
Recently there were 2 very serious articles published, one in the Homeland Security Wire web site and another from Fox News web site. They have links to the article in Wired News ‘Browser Hijackers Ruining lives’ written in 2004. They describe again the same criminal case of porn possession, 8 years later.
You can read in article “Digital DNA the new DNA” in the Homeland Security Wire web site:

http://www.homelandsecuritynewswire.com/dr20111129-digital-dna-the-new-dna

‘With the increasing ubiquity of computers, smart phones, and other electronic devices comes a torrent of “digital DNA,” which can be used to record an individual’s every move and even convict them of a crime. In one case from 2002, an individual was sent to jail after police found pornographic images on his computer, but security experts later said law enforcement officials had mishandled the digital evidence.’
I think Homeland Security Wire is a very serious web site, and this is a very serious “mishandling the digital evidence” accusation.
The experts explained that a “browser hijacker” could have been used to remotely plant the pornographic images on the suspect’s computer without their knowledge.
There was also an article in Fox News ‘Fighting crime with digital DNA’. There is also a link to the Wired article ‘Browser Hijackers Ruining lives’
http://www.foxnews.com/scitech/2011/11/18/fighting-crime-with-digital-dna/
Fox News Editor Jeremy Kaplan wrote,
‘Attorneys are very good at taking digital evidence out of context and then convincing a jury of the guilt of someone based on it. In 2002, “Jack” was sent to jail after police found pornographic images on his home computer. Security experts later told Wired News that the digital data had been mishandled: They suggested it could have been put on his computer remotely through what’s called a “browser hijacker” — a malicious bit of software that changes browser settings and can easily be built to store data on a PC’
You may understand that this is all very serious. Minnesota Hennepin County Law Enforcements mishandled digital evidence in 2002-2004. And you may remember who was District Attorney in this county from 2002 to 2004: Amy Klobuchar, now a US Senator. I do not understand why they published this 8 years later. I may tell you that I am still surprised to what degree law enforcements did not care about any evidence from 2002 to 2004. They just wanted to convict people. I just think if the Fox News and Homeland Security Wire web sites wrote about this 8 years later, many others may be interested. In 2004 article ‘Browser Hijackers ruining lives’ was read by many millions of people in different countries. Too many people remember this.

Ban the box law in Minnesota

Here is recent article in Star Tribune after interview with me. I do not think it will have effect, but I still unemployed for 12 years, and my chances to find any job is zero. So much for my past as a refugee on human rights.
Fima
http://www.startribune.com/local/282888141.html
While the new law enjoyed wide support, at least one ex-con who lives in Minnetonka said it hasn’t made it easier for him to get a job. The 55-year-old, who asked to be identified only by his nickname, Fima, said he came to the United States from the former Soviet Union as a political refugee.
Fima said he worked for Mitsubishi until he was fired in 2002 when the company found pornography on his laptop. Court documents show there were more than 1,000 images of minors on the hard drive. He disputes how the images got there but out of fear of losing at trial pleaded guilty to misdemeanor possession of pornographic work involving a minor. He said he hasn’t been able to get a job since.
Box still there
Recently, Fima did an informal Skype interview with Robert Half Technology, which then sent him an e-mail with two attachments. One was an employment application with the box on it, although instructions state not to answer the question if applying in Hawaii, Indiana, Newark N.J., Massachusetts or Philadelphia.
Also attached was a one-page form for Minnesota with the question. The form makes clear that when applicants complete their interview, they’ll be asked about prior criminal convictions, but it says not to fill out the form until after an in-person interview or submitting an application.
Robert Half spokeswoman Jamie Carpen said the application was outdated and should have listed Minnesota as one of the no-box states. Carpen said she doesn’t think the application was sent to anyone else and called it a “clerical error.”
Fima said that to him the message was clear: Despite a delay in questions about his conviction, he would continue to be hobbled by his past. “I feel that I’m worthless,” he said.
